Ministerial Mysteries
Does John Howard want to create a Ministry for Water? Maybe not yet; after all, while years of drought may mean we have a problem getting enough fresh water, there isn’t any problem with global warming, so the problem is sure to fix itself eventually.

But why be so cagey? Why is this such a bad idea? Water is a big issue here, and we’re likely to have to do something about it sooner rather than later. A ministry to see to the development of conservation and management on a federal level sounds like the kind of planning that would be worthwhile. Or should we wait until it’s time for a War on Water?

(Meanwhile, there had been some news reports that Bush was planning an announcement of a major turnaround on global warming policy, with speculation it was being done to disrupt a potential Gore candidacy in 2008. So what happened, did somebody convince him it would disrupt oil sales?)
